Thragg is one of the strongest characters in the Invincible universe, one who has slain multiple characters and given some of the strongest individuals a run for their money. Pitting him against street-level heroes from Marvel and DC might seem ridiculous. However, there are characters that have some feats which might put them above Thragg, if only for a few moments.
While Invincible was ultimately able to kill Thragg, it came at enormous cost; certain street-level heroes could come to the rescue of Earth 616 if Thragg decided to invade it- but barely in more cases than one.
1. Punisher Killed The Marvel Universe

It is unlikely that the standard version of The Punisher is going to be able to fight Thragg head-on. However, there are certain versions of the character that could give the Vilturmite regent a run for his money. Frank Castle from The Punisher Kills the Marvel Universe has a significantly better chance at slaying Thragg, albeit not in a head-on fight. Of course, the Cosmic Ghost Rider is going to have a much better time fighting Thragg, but he can hardly be considered street-level now, can he?
2. Batman Had The Ability To Wipe Out The Justice League

Batman with preptime would thrash Thragg. But the simulation here assumes that Batman will meet Thragg unprepared. To say the least, in a setting where Batman has dealt with threats like Darkseid, Brainiac, and Doomsday coming to Earth and wrecking the place, he would essentially have booby-trapped everywhere Thragg could fight him.
Be it a Wayne Tech satellite that has some sort of neutralizing agent, or things like Scarecrow’s fear toxin, Batman might not be prepared for Thragg specifically, but given his proximity to cosmic threats, he might be prepared to take out someone of his caliber, and then some.
3. Black Canary Can Exploit The One Weakness All Viltrumites Have

Black Canary has one advantage when it comes to fighting Viltrumites. Viltrumites have a sensitive equilibrium, and that can be easily exploited by Black Canary, with her unique mutation. Of course, her hand-to-hand combat skills are not going to give her much of an edge over Thragg, but her best chance at fighting him would be with her ability to possibly torture him with her sonic powers. However, knowing the Viltrumite regent and how much punishment his kind takes on the regular, it is possible that Dinah Laurel Lance will win, but it’s a tall order nevertheless.
4. Wolverine Has Fought Tougher Opponents And Come Out On Top

Wolverine might have the fairest shot when it comes to beating Thragg. Adamantium is a notoriously strong metal, and unlikely something Thragg would have encountered. Add Wolverine’s healing factor on top of that, and Logan might actually be able to give the character a run for his money.
Of course, Wolverine has no counter for Thragg’s speed, or if the character takes the fight into space. However, Wolverine’s healing factor can potentially keep him going for quite some time. It is all going to come down to Logan’s battle experience, which even Thragg has plenty of. However, Wolverine has been a very creative fighter, and could put Thragg on the ropes…if he can keep the fight grounded for long enough.
5. Constantine Has The Magic And The Might To Beat Thragg

Magic sort of feels like cheating. However, if there was a true street-level vigilante who could beat Thragg, that would be John Constantine. With his pacts with higher beings and the various magical abilities he has up his sleeve, Thragg might be in for some confusion when fighting Constantine. Magic is rare in the world of Invincible, and Thragg might not have encountered anything like Constantine’s magic, which could put him on the back foot, or even on his butt.
